The United Kingdom and France to Deploy Military Personnel to Ukraine should a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The British and French governments have inked a declaration of intent concerning the stationing of armed personnel in Ukraine in the event a peace deal be concluded with Russia, the UK Prime Minister, Starmer, has stated.

After talks with Kyiv's partners in the French capital, he noted that the UK and France would "establish military hubs across Ukraine and erect secure structures for military hardware and defense matériel" to discourage any future incursion.

The coalition members also proposed that the US would assume leadership in verifying a truce.

Russia has on multiple occasions cautioned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this new development.

The Situation and Ongoing Conflict

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Russia presently controls roughly 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," remarked the UK Prime Minister.

National leaders and senior officials from the "Partner Group" took part in the Paris negotiations.

Addressing reporters at a combined announcement, he added: "It paves the way for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the years ahead."

The PM went on to say that Britain would take part in any American-headed confirmation of a possible truce.

Security Guarantees and Negotiation Stances

Lead US negotiator Steve Witkoff said that "durable safety pledges and substantial economic promises are critical to a lasting peace" in Ukraine – referring to a key condition made by the Ukrainian government.

He noted the partner nations had "mostly completed" their work on agreeing such guarantees "in order that the Ukrainian people know that when this conflict ends, it ends for good."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also participated in the discussions.

Separately, France's leader Emmanuel Macron said that Ukraine's allies had made "major advances" at the meeting.

He added that "strong" security guarantees for Ukraine had been settled upon in the event of a possible truce.

President Volodymyr Zelensky commented that a "huge step forward" had been made in Paris, but added that he would only view efforts to be "enough" if they culminated in the conclusion of the war.

Recently, Zelensky said a settlement was "largely prepared". Agreeing on the remaining 10% would "decide the fate of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the center of ongoing disputes for diplomats.
  • The Russian President has repeatedly warned that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any compromise over how to end the war.
  • Kyiv has so far rejected giving up any territory, but has proposed that Ukraine could withdraw its forces to an agreed point – but only if Russia does the same.

Moscow currently holds approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The pair of oblasts form the industrial region of Donbas.

The earlier US-led comprehensive peace plan that was extensively reported to the media last year was seen by Ukraine and its partners in Europe as being strongly biased in Russia's favor.

This sparked a period of intensive negotiations – with Ukraine, the US and European leaders trying to amend the document.

The previous month, The Ukrainian government submitted the US an updated proposal – as well as distinct documents outlining potential defense assurances and plans for Ukraine's reconstruction, he stated.
